Town Council held at Armadale on
Monday 10th August 1914 at 8 oclock

The Town Clerk Depute and Collector in attendance

          The Communications from The Local Government Board H.R.H. Prince of Wales and C. A. Pearson requesting immediate steps to be taken for forming a Committee to act on behalf of H.R.H. The Prince of Wales National Relief Fund were submitted and read. The Council resolved to operate immediately.
           The Town Clerk Depute was instructed to reply to the Communications that the object referred to was receiving immediate attention, and to intimate to the County Clerk that the Committee to be formed would act along with the County Committee.
          It was arranged that the Burgh Collector would schedule off a List of Territorials Reservists [?&e] for the District and submit same at a future meeting, and that collecting sheets for the Fund be prepared.
          It was suggested that arrangements be made that 6d per week be retained from the wages of workmen and other employees within the district which was agreed to.
          The Town Clerk Depute was instructed to call by Bell a public meeting to be held within the Town Hall on Wednesday 12th next at 8 oclock, and to invite by Circular thereto all the Clergymen within the Burgh, Dr/

Provost Smith in the Chair

          The Provost read communications referred to in previous Minute ... It was resolved that a Committee be formed to act along with the County Committee, the Committee to be composed of the members of The Town Council The Clergymen of the District, and representatives from the various works [?&e] with power to add to their number from time to time. The meeting expressed approval and resolved accordingly. Provost Smith Convens[...?]
          It was agreed that a weekly levy of sixpence be deducted from the workmens pays and that sheets be distributed for collections

    The Chairman gave a brief statement of the proceedings of the Committee since its inception.  He also intimated the result of a conference with Mr Hope of BridgeCastle with view to preventing overlapping of districts at which it was decided /

/ decided that Armadale would drop Brighouse but retain Woodend and the immediately surrounding parts of the Burgh such as North Mossend; Eastertoun, Beeches, Cappers &e., making the boundaries on the West, Standhill, and on the East Heatherfield. He also intimated that in pursuance of the intimation made at the Public Meeting, he had given instructions to notify a number of gentlemen in the vicinity, who, he thought, as representing the various interests, would give their services on the Committee.
          It was resolved that the gentlemen present be members of the Committee for the purposes of administration of the fund and that the following gentlemen be asked to become members of the Committee:- Mr. Gillespie of Muir & Coy; Mr. W. Selkirk of Robertson Love &Coy; Mr. J. Richmond, Atlas Brick Works; Mr. Scott, Cappers; Mr. Donald McFarlane, Lower Bathville; Messrs Aikman & Mallace, Parish Councillors; Mr. J Neilson, Butteries; County Councillor, J. Sibbald, Mr John Gordon, the checkweighman and Cashier, Standhill Colliery; and also to ask the Public House Society and the Co-operative Society each to appoint two representatives to the Committee, and the clergymen of all denominations in the area
          Reports were given by Messrs Chalmers & Calder as to meetings of Messrs Dickson & Mann's workmen in regard to donations the general tenor being the giving of a sum from the Library Fund and a Levy from the workmen according to wages earned. Mr Calder intimated that a further Meeting of the workmen in his department was to be held. Mr McLure also reported the result of a meeting of the workmen employed at the Atlas Steel Works where also the men /

/ men proposed to give levies according to their wages. Reported by Bailie Currie that the Public House Society were considering the giving of a donation to the fund.
          The Treasurer reported that the amount collected was 45:5:7 which sum he had lodged in Bank. He also reported that it would be necessary to have an account with the Bank, and it was agreed that along with the treasurer any two of the following gentleman be empowered to sign cheques on that amount, vizl:- Provost Smith,* [*inserted: or his successor in office] Bailie Wilson and Councillor William Wilson.
          After discussion it was agreed that the contributions taken at Standhill Pit should be received by this Branch, those taken at Blackridge No 3 Pit by the Torphichen Parish Committee.
          It was agreed that round sums be remitted each fortnight to the County Treasurer.
A telegram intimating that the Prudential Assce. Coy. had placed their collectors at the service of the Fund Committees was read. It was thought that meantime this offer be allowed to lie in abeyance

          The Minutes of the previous meeting were read and approved
          On the suggestion of the Provost the List of Collections to date were read amounting in all to 131.18.6
          A vote of thanks to the Members of The Armadale Public House Society was passed for the valuable donation of 50 to the Fund and the Secretary* [*Secretary crossed out, Treasurer inserted in pencil] was instructed to convey to the Society the intimation thereof.
          The Committee resolved to send to the County Clerk the sum of 100 being two instalments of 50 each towards the Fund to be forwarded to Headquarters, and the Treasurer was instructed accordingly. A cheque for this sum was signed.
          The Committee resolved to approach the two Cinema Companies in Armadale for a benefit night, the proceeds thereof /

/ thereof to go towards augumentation of sums collected, and the Treasurer was instructed to interview the managers for that purpose.
          Provost Smith explained certain points relative to the organization and workings of The National Relief Fund & The Soldiers and Sailors Families Association
          It was agreed that the List of Contributions be given to the Press for publication.
          County Councillor Sibbald volunteered to collect subscriptions from the Local Farmers in the District and a vote of thanks was accorded Mr Sibbald therefor.
          Messrs Gordon & Hamilton were appointed to convene meeting of workmen in the Blackridge and Standhill districts and organize methods for collections being made there, on securing consent of the workmen.
          Mr Calder reported re collections obtained at Messrs Dickson & Manns Works, and Provost Smith volunteered to meet with the Bathgate officials, and arrange as to division of the monies collected as between Bathgate and Armadale Committees.
          It was agreed that the next meeting of the Committee be held within the Territorial Hall on Tuesday 8th September at 8 oclock p.m. and the Secretary was instructed to notify Mr John Leckie, Colliery Manager, Craig Cottage, Blackridge of the meeting and to invite him to be present as a member proposed for the Committee.

                    The Minutes of the previous meeting were read approved of and signed.
          The Treasurer read further list of Contributions making in all 262:7.4 to date.
          The Committee agreed to send a further sum of 150 to the County Clerk and the Treasurer was instructed accordingly. A cheque for this sum was signed.
          The matter of Standhill & Blackridge collections was remitted to Councillor Wilson to enquire and report as to the reason why the Armadale men's collection* [*collection crossed through] subscriptions not allotted to Armadale Fund.
          The Provost reported that the Subscriptions collected from Armadale men in the employment of Dickson & Mann would be handed to the Armadale Committee.
          It was intimated that the Armadale Cinema Co and Star Cinema would both give a benefit /

/ benefit night the proceeds to go towards augmentation of the Fund. A sub-committee composed of Messrs Hailstones Gibson Forrester & Friel were appointed to carry out the arrangements therea[?fter]
          Provost Smith reported that public meetings were being held throughout the County for recruiting purposes, and requested the Committee to attend the Armadale Meeting to be held within the Star Theatre on Tuesday 1st Sept. at 7 oclock.
          It was arranged to procure the services of the Band for that evening and certain singers. These matters were remitted to Messrs Hailstones Forrester & Calder* [*ringed - Gibson inserted afterwards in pencil].        

          The Treasurer was instructed to send a special acknowledgement to The Armadale Gas Co for their Contribution of 25 to the Fund.
          A vote of Thanks was accorded to the Chairman.

          The Minutes of previous meeting were read approved of and signed

          The Treasurer submitted and read List of Contributions to date amounting in all to 391.9.7
          The Committee agreed to send a further instalment of 100 to the County Clerk, and the Treasurer was instructed accordingly. A cheque for the sum was signed.
          The Treasurer report the help given by the Boy Scouts, and the Committee in view thereof instructed the Secretary to send to the scout Master a letter of thanks for services rendered, and to intimate that free admission would be given to Scouts in uniform to the proposed Concert to be held in the Picturedrome on Tuesday 29th [?...].
          The Secretary was also instructed to intimate the thanks of the Committee to Miss Cuthbert for her valuable work done in disposing of the flags for sale.

        / It was agreed to pay the a/c of 1-1/- for the flags procured for sale.
          Councillor Wilson reported as to the Subscriptions collected at Blackridge and Standhill district, that the money drawn had been sent to Torphichen Local Fund Committee.
Proposed Concert             The Committee report that a concert had been arranged to be held on Tuesday 29th Sept. within The Armadale Picturedrome hall at 8 o'clock and Intimation Bill submitted and approved Mr Bamberry reported that Bills and Tickets to be printed free and that Artists had also intimated free Services.

          The Minutes of previous meeting were read approved of and signed.
          The Treasurer submitted and read List of Contributions to date amounting in all to 480.0.5
          The Treasurer reports that so far as expected the Concert held on 28 [?...] would yield about 30 and in view of this excellent return the Committee accorded the Subcommittee in control of the arrangements a special vote of thanks for their successful efforts.
          The Committee resolved to send a further instalment of 100 to the County Treasurer out of the Funds in hand, and the Treasurer was instructed accordingly.
          A letter from the Secretary of the Ambulance Association was read requesting the Committee to relieve the Armadale men from the* [*the crossed through] one* [*one inserted in pencil] weeks contribution to the National Fund so that they may be in a position to contribute the usual/

/usual subscription to the Ambulance Fund. The Committee agreed.
          The Treasurer submitted receipt from the County Treasurer for the 100 voted at last Meeting.
          It was agreed that certain isolated cases relieved temporarily by Mr Bamberry be dealt with by himself and Capt. McCallum outwith the Committee meantime.
          A Letter from Miss Jessie Crawford recently in the employment of the Armadale Co-operative Society was read and laid on the Table.
          The Secretary was instructed to communicate with The Soldiers & Sailors Families Association requesting consent to representation from this Committee with view to obviate any overlapping in the distribution of Fund. In event of approval the Committee appointed Rev Newton Bailie Wilson and Mr Aikman as such representation.
It was remitted to the Chairman to obtain information in reference to application for monies for distribution purposes and to report after meeting with the County Lieutenant.
The Secretary was authorised to obtain the special forms for application and distribution purposes.

          The Treasurer submitted and read List of Contributions to date amounting in all to 346:18:2
          The Committee agreed to delay making a further payment to the County Clerk until information obtained in regarding to procuring Funds from Headquarters for distribution purposes.
          The Secretary submitted letter from Mrs Hope in reply to application for representation on the Committee of The Soldiers & Sailors Families Association intimating* [*inserted] that the latter did not see the necessity for such special representation as several gentlemen were*[* were crossed through] of the National Relief Fund were also members of the Soldiers and Sailors Families Association.
          The copies of Forms for Registering parties seeking relief ..e were submitted and the Secretary was instructed to procure 100 copies each thereof.
          The Treasurer intimated that the Concert Committee /

/ Committee had arranged to hold the proposed Concert in The Star picturedrome on 13 November the programme to be conducted by the Bathgate Select choir.
          The following subcommittee was appointed with powers to localize districts and appoint conveners for such, to whom application should be made by parties in distress requiring relief:
          Provost Smith Councillor Greig & Messrs Russell and Forrester: It was appointed that this Committee meet on Friday next to schedule districts and advertise.

          The minutes of previous meeting were read approved of and signed.
          The Treasurer submitted and read List of Contributions to date amounting in all to 635:15: 0
          Provost Smith reported as to the recommendation that the County Treasurer retain on hand certain monies to be used in the event of any distress immediately arising so that difficulties may be obviated and time saved.
          The Committee resolved to send a further cheque for 150 to the County Treasurer and cheque for this sum was signed.
          The Secretary submitted Bills allocating the Districts for application for relief purposes, and reported 100 Bills distributed
          Convener Forrester reported as to proposed concert to be held in the Star Theatre on 13th November, and referred to the arrangements made therefor.

        / It was unanimously agreed that the proceeds of the concert be devoted to the Belgian Relief Fund.
Provost Smith intimated a Meeting for recruiting purposes to be held at the Cross on the Afternoon of the Football match at Armadale.

          Apology was intimated from Ex Provost Smith for absence owing to his arranging for Recruiting Meetings, that he will continue a member of the Committee and lend his aid in the work.
          The Minute of previous meeting were read approved and signed.
          The Treasurer submitted and read Financial Statement to date - Collection for week 82: 4; 6 making in all 717:19:6d
          The Committee resolved to send a further sum to the County Treasurer of 100 and cheque for this sum was signed.
          A vote of thanks was accorded Councillor Sibbald for his efforts in collecting from the various Farmers in the district
          Provost Wilson reported a balance of from 17 to 18 from proceeds of recent concert on hand for benefit of Belgian Relief Fund. Instructions were given to intimate the thanks of the Committee to /

/ to Mr Somerville for his energetic conduct of the Quoir and generally for the Success of the Concert.
          A vote of Thanks was accorded the Benefit Committee for the efficient way the arrangements pertaining to the Concert were carried out.
          It was reported that the Dramatic Club were giving a two nights entertainment entitled ''She stoops to Conquer'' probably in the second week of December. It was agreed to leave arrangements in the hands of present SubCommittee.
          Councillor Wilson suggested share of profits might be given to the Fund for comforts of our Indian Soldiers.
          The Committee agreed to add Mr Morton as our additional member to sign cheques, and Mr Morton was accordingly authorised.
Councillor [x in pencil as no name given] reported on the work generally in the district.
          No claims for Relief submitted.
          Provost Wilson in patriotic terms referred to the decease of Lord Roberts and of the highly beneficial and important work and measures performed by him for the Nation and the World at large.

          The Minute of previous meeting were read approved of and signed.
          The Treasurer submitted and read Financial Statement for the period since last meeting a sum of 84: 10:11 having been collected making in all collected to date 802:10:5
          The Provost intimated a collection made of 82 for the Belgian Relief Fund, and The Provost was thanked for his successful efforts.
          It was agreed to remit a further sum of 100 to the County Treasurer and cheque for this amount was signed.
          The Secretary was instructed to apply for a sum of 23 [for relief purposes crossed through] to be got from the Headquarters of the Fund for relief purposes.
          The Provost referred to Rev Mr Drew's departure from Armadale to join the ranks and it was unanimously agreed to record their deep appreciation of Mr Drew's act and assured him of their best wishes in his future experience

        / It was reported by the Convener of the Entertainments Committee that preparations were being attend to relative to the Dramatic entertainment, and a recommendation was made that the proceeds be proportionately divided between The Belgian Relief Fund and the Fund for supplying comforts to our Indian Soldiers. The matter was left in the hands of the Committee with powers.
          A vote of thanks was* [* line drawn through phrase] It was agreed that a claim by Miss Williamson be continued for further consideration.

          The Minutes of previous meeting were read approved of and signed.
          The Treasurer submitted and read Financial Statement for the period since last meeting a sum of 70:4:7 having been collected making in all collected to date 872:15/-
          The Provost reported that he had been in communication with Mr Henderson Clerk to the County Fund and that the secretary had received cheques to the value of 25 for local relief purposes being half the grant received for the County of Linlithgow to date
          In the case of Miss Williamson it was moved and agreed to that she received a sum of 4/- weekly from this fund in view of her position, the first payment to be made on Saturday 19th [?....].
          It was agreed to delay sending a further instalment to the County Clerk until next meeting
          The Committee authorised 20 of the sum received from County Clerk to be placed /

          The Minutes of previous meeting were read approved of and signed.
          The Treasurer submitted and read Financial Statement for the period since last meeting the Collection of the fortnight being 95:9:3 making in all to date 968:4:3
          It was agreed to send further cheque for 100 to the County Treasurer, and cheque for this sum was signed.
The Convener of the SubCommittee [?....].Mr Friel for Entertainments reported fully on the successful efforts of the Committee in arranging the Dramatic Entertainment, and a vote of thanks was accorded the said Committee.

          Provost Wilson referred in sympathetic terms to the sad bereavement which had occurred in the family of Mr Hugh Friel of Unity Terrace, who had done such excellent work in connection with the Committee. He was sure that the feelings of all the members were with his own, extremely touched by the sudden termination of the life of the promising son of a respected family. He moved that an expression of the sympathy of the Committee with the family in their sad bereavement be recorded in the Minutes, and an Excerpt thereof be sent to Mr Friel. The secretary was instructed to act accordingly.

          Mr Aikman reported the case of Mary Pow, Tailoress 100 West Main Street, who has been thrown out of work owing to the lean trade in the Fife District, the Firm with which she was engaged having had a large connection with the Fife District.           Out of the balance it was agreed to remit a further sum of 100 to the County Treasurer and cheque for the amount was signed.
          It was agreed on the motion of Bailie Greig that in future no slump payments for the period be made, and that each case of relief be considered on its merits at each meeting of the Committee.
          The Provost submitted letter of Resignation from Mr Bamberry as Treasurer, on the plea that his other duties prevented him from continuing the office of Treasurer. On the motion of the Provost seconded by Mr Aikman it was agreed to accept Mr Bamberry's resignation/

          A motion by Councillor Wilson seconded by Bailie Greig was unanimously agreed to that the Infirmary get continuation of the Contributions collected from the workmen until further advised if the workmen so agree, a notice to be posted at the various works of such intention. The matter was remitted to the Provost & Mr McCallum to draft the required notice.
          Provost Wilson expressed sympathetic reference in relation to the Railway Disaster at Gretna and condolence with the Relatives of those killed and injured in the catastrophy.

          The Provost submitted the quarterly audit which was approved
          The Treasurer reported no contributions for fortnight the Fund remaining at the previous figure of 1355:10:7 to date
          The Secretary read letter from The County Clerk asking for a statement of the disbursement of the 25 grant received.   Agreed to send statement and the Secretary was instructed accordingly.
          It was agreed to post card the members for next meeting when full report on the Funds received and disbursed since inauguration to 31st. Dec 1915 would be given by Provost Wilson, and a proposal to do honour to local soldiers who have distinguished themselves on active service would be considered
